Repoussé is a technique of embossing metal, much used in the 16th and 17th centuries in silver work, it had a revival in Britain and the Continent in the 19th century. This frame has been gilded and from the front could appear to have been carved in wood and gilded, see the photograph of the back of the frame to show the technique, it also shows the metal flanges used to hold the mirror plate in place.
