Chest of drawers were first recorded around 1680. They evolved from the earlier chest or coffer that had drawers in the bottom part, but later in the 17th Century the design was created that we know today, ie that which is purely made up of drawers, with three longer ones below two shorter drawers.
This type of furniture was used by the nobility in Europe as most of the population would not have used them at this time.
